Why that is the answer

Using dipped headlights ensures your vehicle is clearly visible to other road users in heavy spray, without dazzling drivers ahead or oncoming traffic. Sidelights are too dim to be seen effectively through thick spray. Main-beam headlights will dazzle other drivers and reflect off the moisture, reducing your vision further. Fog lights should only be used when visibility drops below 100 metres, as outlined in the Highway Code.
