Why that is the answer
Children under three years old must use an appropriate child seat suitable for their weight and height. Standard seat belts and adult lap belts are designed for larger bodies and will not protect a toddler in a crash. Holding a child on your lap is extremely dangerous; crash forces make it impossible to hold onto them, putting them at severe risk of injury. The Highway Code requires suitable restraints for young children.
How this comes up in the real test
