Why that is the answer
It is illegal and extremely dangerous for anyone to travel inside a caravan while it is being towed. Caravans are not designed for passengers and lack vital safety equipment like seatbelts and crash protection. Fittings such as stabilisers help with vehicle handling, but they do not make it safe or legal for passengers to ride inside. In line with official safety guidance, all passengers must always travel inside the towing vehicle.
