Why that is the answer
The Highway Code states that you must wear a seatbelt at all times while driving unless a specific exemption applies. You are allowed to unfasten your seatbelt while carrying out a manoeuvre that involves reversing, as this helps you turn around to get a clear view. Other situations, such as driving slowly, testing your brakes, or moving off on a hill, do not exempt you, and you must stay belted.
How this comes up in the real test
