Why that is the answer
When towing a caravan or trailer on a dual carriageway, the national speed limit is reduced from 70 mph to 60 mph. Although the normal speed limit for cars on a dual carriageway is 70 mph, towing adds extra weight and reduces stability. The Highway Code sets lower speed limits for vehicles towing trailers or caravans on both single and dual carriageways to keep you and other road users safe.
