Why that is the answer

On a windy day, sudden gusts can easily blow a motorcyclist or cyclist off course and into your path. You must leave plenty of room, passing widely as advised by the Highway Code. Passing closely leaves no safety margin if they swerve, while passing too quickly creates air turbulence that can further destabilise the rider.
