    Why that is the answer

    Rain reduces tyre grip on the road surface, which doubles your braking distance and increases your total stopping distance. The Highway Code recommends leaving at least double the standard gap—a four-second gap—in wet weather. While fog, nighttime driving, and strong winds create hazards by reducing visibility or affecting vehicle stability, they do not directly change the physical grip between your tyres and the road surface to lengthen braking distance.
