Why that is the answer
Circular signs give orders. A circle with a red border tells you what you must not do, giving a prohibition such as a maximum speed limit or a ban on turning. Blue circles are easily confused with these, but they give positive instructions, telling you what you must do. Rectangular or square signs give information or directions rather than compulsory orders.
How this comes up in the real test
