Why that is the answer
This sign alerts drivers that the right-hand lane is closed ahead, often due to roadworks or lane layout changes. You should move into the open left-hand lane in good time and merge safely. It does not mean through traffic must use the left lane permanently, nor does it indicate a T-junction or weight limit. The Highway Code advises adjusting your speed and merging smoothly to help keep traffic flowing safely.
