Why that is the answer
A blue circle with a white number indicates a mandatory minimum speed limit. You must drive at 30 mph or faster, provided it is safe to do so. The Highway Code uses blue circular signs to give positive instructions that drivers must follow. These are often positioned in tunnels to keep traffic flowing safely. Do not confuse this with a maximum speed limit, which is always displayed within a red ring.
How this comes up in the real test
