Why that is the answer
This sign shows that you are leaving a restricted parking area or controlled parking zone. Beyond this point, the special parking restrictions shown on the entry signs no longer apply, and standard waiting or loading rules return. It is easily confused with the end of a clearway, but a clearway sign prohibits all stopping, whereas a restricted parking zone specifically controls where and when you can park or load.
