    Why that is the answer

    Traffic signs shaped as a circle give orders that drivers must obey. Those with a red border tell you what you must not do, such as exceeding a speed limit. Blue circles give positive mandatory instructions, telling you what you must do. In contrast, triangular signs give warnings about hazards ahead, and rectangular signs provide information or directions as set out in the Highway Code.
