Why that is the answer
You must wait until you are past the junction before overtaking. Approaching a junction is a hazard because the slow vehicle ahead might turn right without warning, or another vehicle could emerge from the side road into your path. Overtaking immediately before or at a junction is extremely dangerous. Waiting until you have cleared the hazard ensures you have a clear view of the road ahead, following Highway Code advice.
