Why that is the answer
You must use the emergency telephone provided before leaving an emergency area. The control centre operator will tell you when it is safe to rejoin the motorway and can set electronic signals or close the nearside lane to help you merge safely. Moving off on your own, even with hazard lights on, is extremely dangerous because vehicles in the live lane are travelling at high speeds.
