Why that is the answer
You must use dipped headlights when driving through a tunnel so that you can see clearly and help other road users see you. Sidelights are not bright enough for the reduced light conditions inside a tunnel. Main beam headlights should be avoided because they can easily dazzle oncoming traffic and drivers ahead in an enclosed space. Rear fog lights are only for severe weather when visibility drops below 100 metres.
