Why that is the answer
The Highway Code states that drivers turning into a junction must give way to pedestrians who are waiting to cross or already crossing the side road. You should wait for them to cross safely before turning. You must not sound your horn or flash your headlights to signal to them, as this could intimidate them or mislead them into stepping out when it is unsafe.
How this comes up in the real test
