Why that is the answer
On country roads without pavements, pedestrians have no option but to walk in the carriageway. The Highway Code advises pedestrians to walk facing oncoming traffic on the right-hand side of the road. While cyclists and horse riders always use the main road, the absence of pavements specifically forces pedestrians into the live lane. Reduce your speed and be prepared to stop, especially around blind bends.
