Why that is the answer

Switching on dipped headlights in dull daylight or poor visibility helps other road users see you more easily and keeps everyone safe. You must only use front or rear fog lights when visibility is seriously reduced, usually to less than 100 metres. Using fog lights when visibility is not seriously reduced can dazzle other drivers and is against the Highway Code. Therefore, dipped headlights are the correct lights to use.
