Why that is the answer
The Highway Code states that as the driver, you are legally responsible for ensuring that all passengers under 14 years old wear a seatbelt or suitable restraint. Even though the parents are present in the vehicle, the legal responsibility still rests with you. Passengers aged 14 or over are legally responsible for wearing their own seatbelts. Always check that everyone is secure before moving off.
