Why that is the answer
When approaching a zebra crossing, you must slow down and be prepared to stop if anyone is waiting, including wheelchair users. The Highway Code states you should give way to people waiting to cross. You must never wave anyone across, as this can be dangerous if another vehicle is approaching that you or they have not seen. Stay patient and wait until they have safely finished crossing.
How this comes up in the real test
