Why that is the answer
Crawler or climbing lanes are found on steep uphill gradients on motorways. They provide an extra lane on the left for slow-moving or heavy vehicles, allowing them to climb the hill without causing congestion or blocking faster traffic in the main lanes. They are not located at junctions or service areas, which use deceleration lanes and slip roads, and the hard shoulder is strictly reserved for emergencies or breakdowns.
