Why that is the answer
When approaching motorway roadworks, you must always obey the displayed speed limit. Temporary limits are set to protect road workers and manage traffic safely through narrower or rearranged lanes. Speeding up or driving too close to the vehicle in front reduces your reaction time and significantly increases the risk of a collision. You should only use the hard shoulder if temporary signs or overhead gantries specifically direct you to do so.
