Why that is the answer
If your vehicle is involved in a collision that causes damage or injury, you must stop at the scene immediately. This is a legal requirement set out in the Highway Code. Once safely stopped, you can assess whether anyone is injured, call the emergency services if necessary, and exchange details. Contacting emergency services or your insurance company are important steps, but stopping is always your very first legal duty.
How this comes up in the real test
Questions from incidents, accidents and emergencies appear throughout the 50-question multiple-choice section, and the wording changes between versions.
