Why that is the answer

The area between the two stop lines is an advanced stop line. It allows cyclists to position themselves ahead of other traffic while the traffic lights are red. This makes them far more visible to drivers and allows them to move off safely first when the lights turn green. Other vehicles, including taxis, must stop at the first white line when the signal is red and avoid encroaching into the cycle area.
