Why that is the answer
Horse riders and cyclists often keep to the left-hand lane at roundabouts for safety, regardless of where they are going. Even if they plan to turn right or go straight ahead, staying on the outside edge keeps them safer from other traffic. You must not assume they are turning left simply because of their lane position. Give them plenty of room, stay well back, and wait to see where they actually travel.
How this comes up in the real test
Questions from vulnerable road users appear throughout the 50-question multiple-choice section, and the wording changes between versions.
