Alongside the numbered rules, the Highway Code and related road traffic law set out specific documentation and display requirements that apply before you even start the engine. This includes holding a valid provisional or full licence, having appropriate insurance, and displaying L plates correctly as a learner, all of which are legal requirements rather than advisory practice. The theory test includes a small but consistent set of questions on documents and legal responsibilities, and learners sometimes lose marks here simply because it feels like administrative detail rather than 'real' driving knowledge, when in fact it's tested precisely because so many learners overlook it. ## Licences and what they permit A provisional licence allows you to drive certain vehicle categories under specific conditions, generally requiring supervision by a qualified driver of at least a set minimum age and experience, and accompanied driving must always involve someone who meets those requirements. Once you pass your test, you must exchange or update to a full licence and follow any restrictions that apply during the early years, such as under the New Drivers Act. ## Insurance Driving without at least third-party insurance is a serious offence, and as a learner you must be insured either through the vehicle's own policy or a specific learner policy before driving on the road at all. Always check that any insurance in place actually covers a learner driver, since not all policies do automatically. ## Displaying L plates L plates, or D plates in Wales, must be clearly displayed on the front and back of the vehicle whenever a learner is driving, and must be removed or covered when they're not, since displaying them unnecessarily can also cause confusion.
